Full-Service, Compliance-Focused – Charter provides complete customs services – we do not simply collect data and file documents. At Charter Brokerage we partner our drawback experts with its clients to understand their business operations. In advance of shipment, we work to determine the tariff status of goods and identify, and avoid or resolve, all issues that may have a bearing on customs clearance and compliance.
Experience – The Charter team includes experienced customs attorneys and licensed clearance brokers who bring an in-depth knowledge of all customs clearance laws, rules and regulations to the entry, export and drawback transactions we process. We also work to ensure that our clients meet or exceed the requirements of “reasonable care” and adhere to “best practices” in their customs clearance and export operations. Charter clears import and export shipments at all ports in the United States and Canada. Charter was among the first licensed customs clearance brokers to participate in the Remote Location Filing Program.

Duty Drawback – Charter is the recognized leader in the recovery of duties, taxes and fees under the customs drawback law and regulations. We file claims for more duty drawbacks and tax recoveries than any other service provider, and no firm or clearance matches our understanding of and experience with the complex rules that govern the payment of drawback.
FTZ’s and Bonded Services – Charter has particular expertise and is a recognized leader in the administration of foreign-trade zones and bonded warehouses in programs designed to reduce or eliminate the duties, taxes and fees that would otherwise apply to imported goods. Charter specializes in bonded terminal operations for the supply of “foreign-status” jet fuel to domestic and international carriers in the U.S. Our services include documentation, inventory tracking, record keeping, reporting and audit support.
Consultation and Advocacy – Charter provides advice and consultation on changes in the law, regulations, administrative rulings and practices that could impact our clients. This includes recent duty drawback rules, like HR 644, that affect global trade services. Charter is an informed and effective advocate and we have worked to support our clients’ interests concerning proposed legislation, regulations and administrative practices. We are working with US Customs and Border Protections, industry groups and congressional staff on legislative changes that will enhance benefits and make the administration of the drawback law more efficient. Charter is actively working to ensure that the changes coming down the pipe benefit our clients, so they can reap the most out of new legislation.

U.S. Customs and Border Protection and the Canadian Border Services Agency license Charter Brokerage. Charter is also licensed as an ocean freight forwarder in the United States.
Importer Self-Assessment Program – Charter worked with CBP Headquarters to develop the Importer Self-Assessment (“ISA”) Program.
Broker Self-Assessment Program – Charter was selected by CBP as one of only four brokers in the United States to participate in the pilot for the Broker Self-Assessment Program.
ISA Pre-Certifier – Charter is one of only nine brokers in the US designated by CBP as an “ISA-pre-certifier” and as such is qualified to advise, review and provide pre-certification of an importer’s ISA application. This is a significant recognition by CBP of Charter’s competence and its commitment to the highest standards of customs compliance. We are also a validated participant in the Customs-Trade Partnership Against Terrorism and are DOT HAZMAT certified.
